This is a replica of the Flag shown in The Two Towers  being blown off the flagpole outside the Great Hall, and then floating down into the valley below, as Eowyn watches Gandalf, Aragorn, Legolas and Gimli riding towards Edoras to seek counsel with King Theoden.
